Spoiler warning: Quest and/or game spoiling details follow.

You get a chance to kill him as a reward of completing Killing in the Name of... Quest.

Spoiler ends here.

Strategy: Mages: Use Avalanches or GFBs.

Knights: Run to a corner to keep from taking too much damage. Use Groundshaker to kill his summons and melee on the Horned Fox. If you can, use Exori spells to keep him visible. A Paladin for backup is helpful as well.
Paladins: Just like knights, run to a corner, and then start shooting him. GFBs may be useful to keep him visible, and if you can, use Divine Caldera to kill his summons and the minotaurs that have spawned.

Note: It may be helpful to use the invisible spell, or wear a Stealth Ring, because the Minotaur Guards and Minotaur Archers do not sense invisibility, and you will only receive damage from the Minotaur Mages and the Fox.
