If sniper gloves are Clothing Accessories, then why isn't Ferumbras's hat?

I think Ferumbras' Hat belongs in Helmets. It has an armor rating, can be worn on the head, etc. (you may be mistaking this list for a page like List of Items Used for Outfits and Addons).

This page is clothing accessories, not clothing.

If we included Ferumbras' hat on this page, what would prevent us from including Bandana, Santa Hat, Feather Headdress, etc.? Including these would lead to including nearly all helmets.... which would logically lead to including all legs, armor, boots and more! If that happens, then the list would be so large as to be completely useless.

Would Handmaiden's Protector fit into this category? It's as much clothing as a peg leg.
